Ventura County officials have broken ground on a new permanent supportive housing project that will bring 88 units to the Lewis Road area just outside Camarillo. The groundbreaking took place on May 13, 2026, marking the start of construction on a development funded largely through the state’s Homekey+ program.
County records show the project received nearly $28 million in state funding in 2025 through Homekey+, which is part of California’s Proposition 1 behavioral‑health and housing initiative approved by voters in 2024. Local matching funds were also provided, including contributions from Gold Coast Health Plan.
The development will be located near 1732 South Lewis Road in an unincorporated area of the county. Plans include 88 permanent supportive housing units, one on‑site manager unit, community spaces, and offices for case managers and service providers. The project will use modular construction supplied by LifeArk.
Ventura County is overseeing the project, with DignityMoves serving as the developer and Many Mansions set to operate the housing and provide long‑term supportive services. County officials said the project is designed for individuals experiencing homelessness who also have significant behavioral‑health or disabling conditions.
The site is part of a larger 55‑acre wellness area that includes Casa Pacifica, Linda Parks Park, and other health‑related facilities. County leaders described the project as a step toward expanding long‑term housing options paired with on‑site services.
Construction is expected to continue into 2027, with officials projecting completion in the second half of the year based on current county timelines.
