Mountain Fire Recovery Marks Major Milestone as First Rebuilt Home Approved for Occupancy

The long recovery from the Mountain Fire reached a new milestone this week as Ventura County issued the first certificate of occupancy for a rebuilt home. The approval signals measurable progress for residents who have spent months navigating debris removal, permitting, and reconstruction after the November 2024 wildfire.

County officials said the newly approved home represents the first completed rebuild among the 182 residences destroyed during the fire, which burned nearly 20,000 acres across unincorporated areas near Camarillo, Santa Paula, and Moorpark. More than 170 properties have now completed debris removal, and dozens of homeowners are advancing through the rebuilding pipeline.

The first family to return home, Hatim and Samah Naim of Somis, lost their residence during the fire and rebuilt without homeowners’ insurance. Their project moved through the county’s expedited post‑disaster permitting system, which has issued more than 280 permits connected to Mountain Fire recovery, including rebuilds, repairs, and demolitions.

County leaders described the occupancy approval as a sign of continued momentum. Additional homes are currently under construction, and officials expect more occupancy certificates to be issued in the coming months as inspections are completed.

The Mountain Fire prompted a coordinated response involving Ventura County agencies, state partners, and local contractors. Soil testing, structural reviews, and environmental clearances have been central components of the rebuilding process. Officials say the majority of eligible properties have now been cleared to rebuild, with more certifications expected as reconstruction progresses.

For many residents, the first completed home offers a visible reminder that long‑term recovery is moving forward, even as dozens of families continue working through the final stages of permitting and construction.
