Ventura County Public Works is moving forward with a Supplemental Environmental Impact Report (SEIR) to evaluate recent roadway modifications along Main Street in Piru. The review updates the 2006 Piru Area Plan EIR and focuses on whether the current street configuration still meets the traffic mitigation requirements established nearly two decades ago.
The SEIR was initiated after new residential development along Main Street, including the Finch Ranch project, led to roadway adjustments between Via Fustero and Sacramento Street. These changes included removing the center concrete median at the southern leg of the Main Street and Via Fustero intersection. The county is now reassessing how those adjustments align with the original mitigation measure T‑5 from the 2006 EIR update.
Three physical changes are central to the review. The removal of the median eliminated the painted two‑way left‑turn pocket, restored parallel parking on the west side of Main Street, and removed the northbound left‑turn lane that previously served the Fillmore‑Piru Citrus Association packing plant. The SEIR examines whether this tradeoff between residential parking and industrial access remains appropriate under current conditions.
The public comment period for the Draft SEIR ran from January 16 to March 4, 2026. Ventura County Public Works accepted written comments during that time. With the comment window now closed, the county will prepare responses and advance the document toward a final SEIR and a future Board of Supervisors hearing. A hearing date has not yet been announced.
The outcome will determine whether the existing roadway layout remains in place or whether additional modifications will be required as part of the Area Plan Amendment process.
