Downtown Thousand Oaks Redevelopment Moves Forward With Major Mixed‑Use Vision

Thousand Oaks is advancing a major transformation of the Civic Arts Plaza area, with a comprehensive redevelopment plan that reshapes approximately 17.7 acres into a pedestrian‑oriented downtown district. The project, outlined across multiple city filings and environmental documents, includes new housing, a hotel, public gathering spaces, and significant infrastructure improvements.

A series of land‑use amendments form the backbone of the redevelopment. The plan includes a General Plan Amendment to redesignate a 5.33‑acre portion of the site to Mixed‑Use and increase allowable building heights. The city also proposes updates to the Civic Arts Plaza Specific Plan (SP‑11) to support a walkable downtown environment with residential, commercial, office, and entertainment uses.

The development program includes four major new buildings:

• A 7‑story, 142‑key hotel totaling roughly 125,675 square feet

• A 7‑story, 161‑unit mixed‑use building with 26 affordable units and a subterranean garage

• A 4‑story, 79‑unit mixed‑use building with 13 affordable units and subterranean parking

• A 2‑story restaurant building of approximately 6,725 square feet

These structures will be complemented by a new public park featuring a children’s play area, splash pad, interactive equipment, informal stages, and flexible open space.

The project also includes a Tentative Tract Map consolidating 14 parcels into nine new lots, along with a Special Use Permit for alcohol sales and consumption. A Protected Tree Permit authorizes the removal of 53 protected trees, with 159 replacements planned both on‑ and off‑site.

Construction is planned in five phases, beginning in 2027 and continuing through 2032. During peak construction periods, satellite parking and staging areas will be located at 265 S. Rancho Road and 110 S. Conejo School Road.

The redevelopment area is generally bounded by Thousand Oaks Boulevard to the north, Highway 101 to the south, Conejo School Road to the east, and Oakwood Drive to the west, centered around 2100 E. Thousand Oaks Boulevard.
